About the Job
The Human Resources Claims, Return-to-Work & ADA Coordinator administers and manages the City-County's workers' compensation, liability claims, return-to-work, and Americans with Disabilities Act (ADA) programs. The position serves as the primary liaison between employees, supervisors, healthcare providers, insurance carriers, legal counsel, government agencies, and members of the public regarding claims management, and return-to-work activities. This position also acts as Butte-Silver Bows’s ADA Coordinator in accordance with Title II.

This position manages workers' compensation and liability claims; coordinates modified duty and return-to-work programs; administers the City-County's Title II ADA complaint process and accessibility initiatives; maintains insurance records and documentation; reviews contracts and certificates of insurance; and ensures compliance with applicable federal, state, and local laws and regulations. The position provides technical guidance and support to departments regarding workers' compensation, ADA compliance, return-to-work planning, liability claims, insurance requirements, and accessibility concerns.
Distinguishing Features of the Class:
This is a highly responsible and specialized position performed under the general direction and supervision of the City-County’s Human Resources Director, with considerable latitude for the exercise of independent judgment and initiative. The position serves as the City-County's designated ADA Coordinator and is responsible for coordinating accessibility compliance efforts, administering the Title II ADA complaint and grievance process, facilitating ADA training and education, supporting the ADA Advisory Committee, and serving as a resource to departments and the public regarding accessibility requirements and accommodations.

The position is responsible for managing the City-County’s property, automobile, liability and workers' compensation insurance programs, including claims administration and identifying, investigating, evaluating, and minimizing exposures that may result in litigation, insurance claims, or financial loss. The position also compiles and analyzes data to develop and recommend procedures related to property and liability insurance, workers’ compensation, and Return-to-Work programs.
The position also works closely with City-County department heads, supervisors, employees, healthcare providers, insurance carriers, legal counsel, regulatory agencies, disability advocacy organizations, and members of the public. The nature of the work requires the ability to maintain confidentiality, exercise sound judgment, communicate effectively, and balance multiple priorities involving sensitive personnel, medical, legal, insurance, and accessibility matters.

Examples of Essential Work: (Illustrative Only)
  • Administers the City-County's workers' compensation program, including claim reporting, claim monitoring, and coordination with insurance carriers, medical providers, and departments.
  • Prepares and maintains required correspondence, reports, records, and statistical data related to OSHA reporting, workers’ compensation, safety programs, and liability claims, including OSHA logs and regulatory reports.
  • Coordinates medical treatment, return-to-work activities, modified duty assignments, and other claim-related services for injured employees.
  • Serves as the City-County's Title II ADA Coordinator.
  • Responsible for the City-County Title II complaint process/grievance policy, including ensuring prompt and impartial investigations occur and notifying complainants of the outcomes.
  • Ensure employees and management understand their responsibilities under Title II of the ADA
  • Conducts and/or facilitates ADA awareness training for employees and management and public entities on access issues and processes. 
  • Summarizes and presents recommendations or policy approaches for consumption by managers, elected officials and/or the public. When needed, presents findings and recommendations in management, council and/or public meetings.
  • Assist in deciphering and implementing ADA regulations and best practices with city-county staff including law enforcement, emergency response, transportation, parks and rec, planning, and public health.
  • Coordinates, prepares and organizes monthly meetings for The ADA (Americans with Disabilities Act) Advisory Committee in accordance with local ordinance. 
  • Provide a detailed monthly report to the chief executive and council of commissioners outlining the proceedings of the ADA (Americans with Disabilities Act) Advisory Committee
  • Develop and maintain relationships with local disability advocacy groups and the local disability community.
  • Coordinates and maintains the City-County's ADA Self-Evaluation and ADA Transition Plan, including identifying barriers to accessibility, monitoring progress, tracking corrective actions, prioritizing projects, and preparing updates for management and elected officials.
  • Coordinates implementation of ADA Transition Plan priorities and collaborates with departments to identify, prioritize, and address accessibility improvements throughout City-County facilities, programs, services, and activities.
  • Serves as a resource to employees, departments, and the public regarding ADA compliance and accessibility issues.
  • Coordinates accessibility inspections of City-County facilities, parks, sidewalks, parking lots, and public infrastructure. 
  • Serves as a resource to employees and supervisors regarding workers' compensation benefits, procedures, and reporting requirements.
  • Coordinates wage loss and benefit administration with Payroll and manages workers’ compensation coverage for volunteers and community service participants.
  • Meets with injured employees and/or their families to explain workers’ compensation benefits, processes, and legal rights.
  • Evaluates Special Events Permit applications for safety and risk considerations, including certificates of insurance and public safety requirements.
  • Maintains workers' compensation records and prepares required forms, correspondence, reports, and documentation.
  • Coordinates workers' compensation coverage and claim administration for volunteers and authorized community service participants.
  • Coordinates and administers the City-County's Return-to-Work Program.
  • Monitors injury trends and recommends corrective actions to reduce workplace injuries and associated costs.
  • Issues and audits annual vehicle insurance cards and maintains fleet insurance documentation.
  • Obtains and reviews certificates of insurance to protect City-County assets and limit liability exposure.
  • Maintains and updates City-County property, equipment, and fleet vehicle values; coordinates the procurement, administration, tracking, and compliance of insurance coverage for City-County assets.
  • Maintains OSHA injury and illness records and prepares required regulatory reports.
  • Reviews, investigates, and coordinates liability, property damage, automobile, and other claims involving the City-County.
  • Serves as the primary point of contact for insurance carriers, adjusters, legal counsel, claimants, and City-County departments regarding claims administration.
  • Responds to and coordinates investigation of citizen complaints involving potential liability exposure or claims against the City-County.
  • Maintains claim files, supporting documentation, evidence, records, and related databases.
  • Assists with recovery efforts for damages caused by responsible third parties.
  • Reviews and monitors insurance coverage for City-County buildings, vehicles, equipment, and operations.
  • Coordinates annual insurance renewals and assists with the administration of property and liability insurance programs.
  • Maintains property schedules, vehicle insurance records, certificates of insurance, and related insurance documentation.
  • Reviews certificates of insurance, contracts, leases, and agreements to verify compliance with insurance and risk management requirements.
  • Assists departments with insurance requirements associated with special events, projects, and contractual agreements.
  • Compiles, analyzes, and maintains workers' compensation, liability, insurance, and loss-control data for management reporting purposes.
  • Prepares and submits required insurance, workers' compensation, liability, and management reports.
  • Assists with budget forecasting and cost analysis related to insurance and workers' compensation programs.
  • Develops recommendations to reduce organizational risk, control losses, and improve claims management processes.
  • Assists with policy development and implementation related to workers' compensation, liability, insurance, and return-to-work programs.
  • Coordinates with the Safety and Training Coordinator regarding injury prevention, accident investigations, and corrective actions.
  • Attends meetings, conferences, and training sessions as requested and authorized.
  • Performs related work as required.
  • Perform all duties and work assignments in a safe, healthy, and environmentally sound manner.  Specifically, complying with the Health & Safety Program; maintaining work areas in a safe and orderly manner; identifying and reporting unsafe conditions; reporting all accidents; wearing required personal protective equipment; and attending safety-related meetings, training sessions, fit testing, etc.

Acceptable Experience and Training:
  • Bachelor's degree in Human Resources, Business Administration, Public Administration, Risk Management, or a closely related field; or
  • Considerable experience in workers' compensation, insurance administration, risk management, employee benefits, human resources, claims administration, or a related field; or
  • Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.

Required Special Qualifications:
  • Possession of a valid Driver’s License issued by the State of Montana.
  • Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance.  See below.
2.08.010 Residence during employment.
From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.
